Only four batteries?
Does it work with one, two or three 18650 batteries, or only four?
Could one or more slots remain empty?

It should work with 1-4 cells.

The pictures show what appears to a connected negative terminals, which means a parallel configuration that will allow any number of cells to be used.

yes, it is parallel configuration so you can use 1 or 2 or... 4 batteries but it would be best if you use at least 2 of them and good ones like panasonic NCR18650B unprotected.
cheers
Don't try this at home kids :D

Contrary to what Jasmine stated, there are not independent charging channels in this power pack. This is a simple device with all 4 batteries in parallel. It still works well with 1, 2, 3 or 4 batteries, but you do need to observe the cautions of using and charging lithium cells.

Hi Skruffy, please could you explain about the cautions (or point where can I read it)?
