A 0.5C to 0.8C charging rate, with a charging time of not longer than 3 hours, are what is recommanded for 18650.

EX: a 2200 mAh lithium battery can be charge safely at current ranging from 1100 mA to 1760 mA.

I use an accucell 6, it is about the same price.
It require a jig to hold cylindrical batteries tho.
But it have better range of parameters, to suit almost any battery chimistries of any capacities.
