Notice--Every Package to Norway Need to Include the VOEC(VAT On E-Commerce) Number
Dear valued customers,
Due to changes in the Norwegian VAT policy, starting April 1, 2020, every package to Norway must include the buyer's VOEC account number. Items without a VOEC number will be subject to VOEC, customs duties and customs fees (NOK 149) at the border, and the logistics time limit will be extended.
VAT New Deal will not be implemented for items purchased before April 1 (order generation), whether or not they are in transit; only VAT New Deal will be implemented for items purchased on or after April 1st.
You can add VOEC tax number information (VOEC No. *******) to the address of the order, or use a ticket to contact us to submit your tax number.

This sounds good. I was afraid that we would have to pay norwegian VAT in addition to customs handling fee. That customs handling fee would be fixed, so you would have to pay the same for a $2 order as for a $1000 order. As it sounds it seems like this means that we will have to pay the VAT only, which is not too bad.

This information is not correct.
The BUYER does not have a VOEC number.
The VENDOR must be registered in the VOEC register, and the parcel must be marked with the vendor's VOEC number.
This is to prove that Norwegian VAT has been included in the invoice and paid via the vendor.

Thanks for reply.
But this is not a matter for the shipping carriers. It is a matter between the seller (Fasttech) and the Norwegian (or other European) tax authorities.
VOEC is an international database where each vendor should be registrated.

Any progress regarding this? I do not see Norway on the list "Foreign sellers and marketplaces that are registered in the VOEC scheme" on this page on Norwegian tax authority's website:
